In the framework of the participatory and deliberative model of democracy, through enhanced civic action in peaceful means, thus becoming the fourth branch of governance, how can the citizens enhance transparency in political processes and eventually ensure the independency of the security sector against other parties’ involvement, thus against state capture from political parties, elites and leaders and economic interests at large?

Dear Mr/Ms,

Belgrade Centre for Security Policy (BCSP) is pleased to invite you to the online panel discussion “Deconstruction of the State Capture in Serbia – The Case of the Security Sector”.

What does the security sector look like in a captured state? How do the ruling elites use this sector to gain financial benefits and accumulate political power? Who systematically changes the laws that subordinate public interests to private ones? What are the clear examples of capturing the security sector in Serbia? What are the consequences?

These and many other questions will be answered by the BCSP researchers, who will present the study "The Security Sector in a Captured State" and discussed by Dr Reinhard Priebe, retired Director of the European Commission and author of the reports on rule of law issues in FYR Macedonia and Bosnia and Herzegovina.

The main findings of this comprehensive research can be found attached to this e-mail.
