EDITORIAL

The IAPSS Online Journal "A Different View" new editor’s team has the honor to welcome you to the first issue for this academic calendar year 2010-2011.
The topic of the ADV October Issue is:
Quality of democracy in Latin American and Eastern European Countries.

Regarding the achievement or not of the aforementioned democratic quality diagnose and indices for the countries in these regions, the editors of the ADV concluded that novel ideas such as the enlargement of the body politic and having the power of individual states reduced and more of their sovereignty surrendered, indeed reveal the different elements inherent in the construction of quality democracies. Furthermore, the analyses of the Eastern Balkans quest towards full democratization and their capabilities to join the EU, how neoliberalism in its economic and political forms has made citizenship from LA countries depoliticized, and how the democratic institutions were dismantled, successfully allows to the ADV readers to compare the achievements in the development of modern democracies in Eastern Europe and Latin America, in a world of constants changes.

Maria-Iliana Pravita in her opinion article examines the potential outcome on Democracy of the enlargement of the body politic by a further reducing of the age limit in political participation and voting. Examples are given and the political maturity of the youth is supported, e.g. by refreshing the body politic and being an institutional mechanism for violence prevention among younger people.
(Pravita, M.I., Voting right and age limit, 2010)
Ines Katic-Vrdoljak examines the balance between the sovereignty of the nation-state and the human liberty in the framework of the contemporary contentious issue of migration. Contemporary concepts such as the globalization, capitalism and neoliberalism along with case studies concerning the refugees in Palestine and in Bosnia and Herzegovina based on data abstracted by International Organizations are Ines arguments to defend her very interesting conclusion that
[W]hile it may be utopian to expect the world to move any time soon beyond the nation-state as the universal principle of political organisation towards a Kantian ideal of the world government that could supposedly eliminate some of the problems, world federalist forces may, if not abolish the system, at least help empower the existing supranational institutions and organizations, notably the United Nations (however with appropriate reforms), thus having the power of individual states reduced and more of their sovereignty surrendered. It is only then that we can possibly find ourselves on the path to a more just world, where individual liberty can be a reality and not just a notion.
(Vrdoljak, I.K., The Nation State, Migration and Liberty, 2010)
Democratization of the Western Balkans through EU Integration by Nemanja Grgici is an article about the challenges and issues in the process of democratization in countries like Kosovo or Serbia nowadays. These countries are working constantly hard in order to fulfill democratic standards, however their work is complicate and it can takes a lot of time. In the last two decades Western Balkan countries have suffered political and economic reforms, that make difficult to achieve the fulfill democracy that they need in order to join the European Union. Nemanja focus his attention in problems including issues of sovereignty, law enforcement and justice (areas in the “Justice and Home Affairs” portfolio of the EU institutions), as well as addressing past conflicts and human rights abuses (transitional justice). He also considers those are the main obstacles in the process of democratization of the countries in the region, and their eventual accession to the European Union. The main contribution of the article is to identify the key issues of the Balkan countries in order to figure out the true motives of the weak democracy in Eastern Europe and, on the other hand, the author give us the possibility to focus our effort in the quest for Eastern Balkan countries full democratization and capabilities to join the EU. (Nemanja, G., Democratization of the Western Balkans through EU Integration, 2010)

Neo-liberalism, consequences on the prospect of democratization in Latin America, by Alexandra Dobra, is concentrating on two case-studies, Brazil and Chile. The author´s analysis is done on a double level: In a first part she considers the consequences of neo-liberalism on the first dimension of the infra-State level, and in a second part it moves to the analysis of the society. Alexandra begins the article with two sharp questions for understanding the neoliberalism consequences in LA: are neo-liberalism and democratization compatible? How did neo-liberalism influence democratization? In the article, the author realizes a review of the history of the two last decades in Latin American Countries, but she focuses her work in Brazil and Chile. Alexandra shows that the neoliberal solution for public debt and democracy crisis did not bring positives responses for LA. Even “the neoliberal solutions” have sunk LA countries in poverty, clientelism, corruption, foreign capital dependency, coalitions between parties and with militaries groups, weak of the parliament and the appearances of charismatic leaders (that are not always democratic). This article aims to demonstrate how neoliberalism in its economic and political forms has made citizenship from LA countries depoliticized, and how the democratic institutions were dismantled. (Dobra, A., Neo-liberalism, consequences on the prospect of democratization in Latin America, 2010)
For further reading and scientific research here are some thoughts:
The opportunity for the advancement of the quality of Democracy in Latin America and Eastern European countries has solid foundations, the EU Lisbon Reform Treaty. Through the new EU Diplomatic Service (European External Action Service) new potentials emerge to become an active multilateral instrument for the enhancement of democracy from the EU to the MERCOSUR member states. Moreover another essential instrument for more democracy is the possibility given in the treaty for 1 million citizens of the EU, from a significant number of member states, can take the initiative to put a specific subject on the EU-Commission’s agenda.

Enjoy reading!

October 2010

The IAPSS Online Journal "A Different View" new editor’s team has the honor to announce an open call for articles for the first Issue for this academic calendar year 2010-2011.
The topic of the ADV October Issue is:
"Quality of democracy in Latin American and Eastern European Countries"

Latin America has been in the last decade’s the scene of deep transformations in the existing democracies, like the dismantlement of democratic institutions in Central America, the weakening of parliaments in South America and the gradual tendency to soft authoritarianism. In the other hand, the Eastern European countries have had to cross through the transition from socialism to the occidental democratic model in order to integrate into the economic structure of the European Union.
The democratic institutions are recognized as central elements to achieve the social objectives more requested: justice, equity, development, etc. For this reasons the requirement of diagnose and create indices of democratic quality in countries in both regions are more and more relevant.

This issue aims to reveal the different elements inherent in the construction of quality democracies and, on the other hand, to compare the achievements in the development of modern democracies in Eastern Europe and Latin America, in a world of constants changes.

Your academic perspective and observations could be invaluable in achieving the aforementioned democratic quality diagnose and indices for the countries in these regions.

My point of view regarding the austerity measures in Greece:

I am not taking part in the strikes. I am currently unemployed.
The austerity measures are necessary. It is also urgent for the government to do its best in releasing the poorest and people with most in need (Older, Unemployed, Disability persons) from the burden of this new economic situation.
The middle class, the rich, the healthy and profitable businesses, the public sector employees should bear the 90% of the new measures. But mostly is necessary to increase the productivity in every economic and social sector in Greece, i.e. to work more professionally and result oriented.

Shocked ! Shame and sadness for the 4 lives lost in the riots. Anarchists and Fascists are the physical responsible of the killings. A spoiled Greek society's era is coming to an end ... a new era is on the fore step to begin. The most crucial point in the modern political history of Greece has come. Peoples living in Greece and fellow Europeans is time to politically act for a better future for all. Working hard, professionally, with solidarity and rationality is the only way to get
out of the social and economic crisis we are currently living in!

ΑΝ
έκαιγαν λιβάνι και έλεγαν ύμνους, θα µας άρεσε ;

Τότε, γιατί το κάνετε εσείς αυτό, κάθε χρόνο ;

ήταν χθες ;

».

Για ποιο λόγο άραγε φέρνετε στη µνήµη µια υπόθεση 6 αιώνων;

µέρα θα δοθεί πίσω ;

µέρες και τρεις νύχτες συνεχώς τι θα απαντήσουμε ;

Ανθρωπίνων Δικαιωμάτων ή θα αφήσουμε το θέμα στους ιστορικούς ;

...».

The War is not over yet: Reconciliation is sine qua non for a happy end in Conflict Management

The War is not over yet:

Reconciliation is sine qua non for a happy end in Conflict Management

Vasilis Kiliaris[1]

University of Macedonia

The war is not over yet! How many times have we wondered if a conflict resolution is going to have a permanent outcome or it was just enforced by the Great Powers as a temporary solution aiming to end the violence in a conflict region?

The Cyprus Question: a case study of Conflict Management

The Cyprus problem can be examined as a draft case in Conflict Management. The funeral of a soldier in August 2009, who was missing since 1974, reminded both the international society and the two communities in Cyprus that the Cyprus Question is on the solution track for the last 35 years. The details of his last moments are important for us to understand how we can re-orbit the route of the conflict management into a permanent solution status. He was shot and buried in a massive grave after the invasion of Turkey in Cyprus. He was captured by the Turkish troops only after he run out of munitions. [2] His executors, according to testimonies, were paramilitary troops and not the Turkish Army. Whoever did the execution should be judged for violating the International Law of War - the International Humanitarian Law. [3]

The Geneva Convention relative to the treatment of prisoners of war clearly states that the: [4]

1. “Prisoners of war are in the hands of the enemy Power, but not of the individuals or military units who have captured them,

2. “Prisoners of war must at all times be humanely treated” and

3. “Prisoners of war are entitled in all circumstances to respect for their persons and their honor”

From the legal point of view the invasion of Turkey in Cyprus remains a fact that breaches the International Law. The UN and Security Council have been releasing Resolutions from 1964 till to date on the Cyprus Question.

Truth and Reconciliation

Here the case is not to hate or blame the one or the other site of the conflict. Greeks assassinate Turkish Cypriots before the war; Turkish did the same on Greek Cypriots during the war. It’s time to remember what happened only a few decades ago. The Cyprus Parliament, the Greek Government, the USA Secretary of State and the UK Foreign Office should open to the public the Files referring to the period before and during the Civil War within the Greek Community, the Coup d’état invoked by the Military Regime in Greece and the subsequent Invasion of Turkey and till to date occupation of the North part of Cyprus. Respectively the Grand National Assembly of Turkey should publish the documents related to the era ante, during and post the 1974 crisis and moreover the military archives of the invasion named “Attila I and II”.

It’s time for Greeks and Turkish to Remember, to Know, to Judge, and simultaneously to Forgive each other. If both communities truly want to live together, site by site, with respect on each other’s Culture, Religion and Civilization, then they must proceed on establishing a Truth and Reconciliation Committee (TRC) on the model of the TRC court-like body assembled in South Africa after the abolition of the apartheid.

The concept of Justice

In Ancient Greece, the concept of Justice had a diverse meaning than the contemporary term reflected to the International Court of Justice (ICJ). The prior was referring to Adam Watson’s “a reasonable rule, a satisfactory regulation … the fair position, the status quo and the arbitration” [5]. The later refers to the definition of the ICJ,

The judicial arm of the United Nations. Established in 1946 it is composed of fifteen judges appointed by the General Assembly and Security Council. It acts as a body of arbitration for consenting states in conflict over a particular issue, and makes its decisions according to international law. It also provides legal advice to other UN institutions. [6]

John Rawls from another perspective claims that "Justice is the first virtue of social institutions, as truth is of systems of thought." [7] and Justice as fairness “based on the familiar idea of the social contract, and the procedure followed before the principles of right and justice are selected and agreed upon is in some ways the same in both the domestic and the international case”. [8]

The Nuremberg trials

Can be considered Utopianism the reintroduction of the concepts Justice, Truth and Reconciliation in Frozen Conflict cases such as the Cyprus Question, the Middle East Conflict, the Kosovo Issue and the Georgia Crisis? The precedent of the Franco-German case is the Realism’s answer to the aforementioned question. Only a few decades after the WWII that followed centuries of rivals, wars, ethnic cleansing, occupation and more between Germany and France, these countries turned into Allies in the NATO and Partners in the EU? If Germans and French found a way to move ahead, by establishing a peaceful neighborhood, other regions should also inquiry for the same path. The Nuremberg trials that followed the defeat of Nazi’s Germany had no aim to condemn the complete body of the German nation which fell in the Nazi’s trap and illusions of supremacy of any nation or person on the rest of humanity. On the same logic the trial of Marshal Petain and the Vichy pro-Nazi regime had no aim to convict the entire French nation into treason. However the trials stepped forward the reconciliation progress between the two nations. The truth assisted both nations and their peoples to surpass the passions and the biases of the past.

Conclusion

Political scientists should further investigate the coherence between the Justice enforcement and the necessity for Truth and Reconciliation in order for frozen conflicts to become warm again in the sense of reviving the passion of their peoples for a solution. It’s time for opposing parties to examine their own line of conduct and undergo towards self-criticism. Furthermore, the concept of Justice needs reorientation. Only then the Peoples or Nations of this world shall resurrect once again like the Phoenix, the mythological bird that is reborn through its ashes.

The War is not over

The War is not over

The war is not over yet! The funeral of my uncle in law, which he was missing since 1974, reminded me that the Cyprus problem is on the solution track for the last 35 years. He was shot and buried in a massive grave after the invasion of Turkey in Cyprus. He surrenders to the Turkish troops only after he run out of munitions. His executors, according to testimonies, were paramilitary’s troops and not the Turkish Army. Whoever did that should be judged for violating the International Law for Prisoners during the war.

Is not the case to hate or blame the one or the other site! Greeks assassinate Turkish Cypriots before the war; Turkish did the same on Greek Cypriots during the war. The invasion of Turkey in Cyprus remains a fact that breaches the International Law. The UN and Security Council Resolutions still wait for their implementation. For the sake of both Nations!

It’s time to remember what happened only a few decades ago. The Cyprus Parliament should open the Secret Files referring to the period before and during the Civil War within the Greek Community, the Coup d’état invoked by the Military Regime in Greece and the subsequent Invasion of Turkey and the following till to date occupation of the North part of Cyprus.

It’s time to Remember, to know, to judge, and simultaneously to Forgive each other, Greeks and Turkish. If we really want to live together, site by site, with respect on each other’s Culture, Religions and Civilization, then we must forgive and move forward.

I know that the most of you, reading these words would think that I am Utopian. Why then the Germans and the French, only a few decades after the WWII that followed centuries of rivals, wars, ethnic cleansing, occupation and more, became Allies in the NATO and Partners in the EU? If they found their way to move on in a peaceful world, we should also search for this path. The Nuremberg trials that followed the defeat of Nazi’s Germany had no aim to judge a whole nation which fell in the Nazi’s catch and illusions of supremacy of any nation or person on the rest human beings. However the trials stepped forward the reconciliation progress between the two nations.

Such as Turkey is not going to act in this direction, neither we are strong enough or naïve to put on trials our compatriots. Nevertheless it’s time to undergo ourselves in a self-criticism. Only then we can resurrect once again like the Phoenix, the mythological bird that reborn through its ashes.

I am ready to Remember and to Forgive … Are you willing to fight for that, too?
